The Tuition Free Toppers Program covers undergraduate, base tuition at West Liberty University for up to four years for our new in-state Toppers starting in the Fall 2024. West Virginia Residents could earn a West Liberty University undergraduate degree, Tuition FREE!
What is the Tuition Free Toppers Program?
West Liberty University understands how difficult the Financial Aid process can be and is dedicated to closing the gap and easing the concerns of our new students and their families. We want to ensure that every student that wants to get an education can do so affordably. Tuition is covered for in-state students who meet academic qualifications and are Pell Grant eligible annually.
What is the Tuition Free Toppers Program?

How Do You Arrive at Free Tuition?
If you are eligible, the Tuition Free Toppers Program will cover your tuition costs, up to 30 credit hours per academic year (up to 15 credits per semester), after Federal Pell Grant funds and any other grants and/or scholarships are taken into account.
The Tuition Free Toppers Program is a commitment to cover tuition expenses. The program does not cover additional costs including fees, books, housing and food or transportation. However, the Tuition Free Toppers Program is just one of many financial aid options available.

You must meet these four qualifications to be eligible for the Tuition Free Toppers Program.
FAFSA: Pell Eligible
You will qualify for the Tuition Free Toppers Program if you are Pell Eligible as determined by completing the FAFSA annually. You must also meet the WV HEPC FAFSA filing state deadline annually.
2024-2025: May 1, 2024
WV Resident
You must be a WV Resident as determined by the FAFSA and WV State Code §18C-5-5.
Full-Time Undergraduate Student
The Tuition Free Toppers Program requires that all students remain full-time by enrolling in at least 12 credit hours each semester to qualify.
Maintain 2.75 GPA
To qualify you must have at least a 2.75 GPA at High School Graduation or from your previous institution.

Here are your next steps. There are deadlines that must be met, so don’t delay!
Step 1
Apply
No additional paperwork required! Your accepted application with the West Liberty University Admissions Office is all that is required to enroll in the Tuition Free Toppers Program.
Step 2
Complete Your FAFSA
Students who qualify for a Pell Grant will automatically be eligible for the Tuition Free Toppers Program. However, we need you to fill out the Free Application for Federal Student Aid (FAFSA) application to verify Pell Grant eligibility. Applicants must at least meet basic Title IV eligibility criteria to be considered.
The FAFSA filing deadline has been extended this year. To qualify for the Tuition Free Toppers Program for the 2024-2025 academic year, you must file your FAFSA by May 1.
Also, please note that you may be selected for additional verification by the federal government—be sure to follow up with required documentation to our Financial Aid Office and be mindful of due dates.
Tuition Free Toppers Program Renewal Requirements.
Annual Requirements:
- Remain continuously enrolled.
- Remain full-time.
- Remain Pell Grant eligible.
- Complete FAFSA by WV HEPC State deadline.
- Maintain cumulative 2.75 GPA.
- Earn at least 24 credit hours each year.
- Meet Satisfactory Academic Progress.
This program does not apply to summer semesters or WLU Graduate tuition.
