Federal Direct Loan Adjustments for Less-Than-Full-Time Enrollment
Important Changes to Federal Student Loans Beginning in 2026-2027
The One Big Beautiful Bill Act (OBBBA), signed into law on July 4, 2025, includes changes to federal student aid programs that affect how Federal Direct Loans are calculated for students who do not attend full-time for the entire academic year. These provisions become effective July 1, 2026, and apply to Federal Direct Loans borrowed for the 2026-2027 academic year and beyond.

The U.S. Department of Education has not yet released final regulations related to these changes. The information below reflects West Liberty University’s current understanding of the law based on available guidance and ongoing federal rulemaking discussions.
Because federal regulations are still being finalized, the information on this page may be updated as additional guidance becomes available. WLU’s Office of Financial Aid will continue to monitor developments and provide updates when necessary.
Federal Direct Loan Rules Through 2025-2026
Enrollment Requirements
To receive a Federal Direct Loan, students must be enrolled at least half-time in courses that are eligible for financial aid.
Minimum Half-Time Enrollment Per Semester
- Undergraduate students: 6 credit hours
- Graduate and doctoral students: 5 credit hours
Annual Loan Eligibility
Under current regulations, eligible students may receive their full annual Federal Direct Loan eligibility regardless of whether they attend full-time for the entire academic year, provided all other aid requirements are met.
Course Withdrawals
If a student reduces enrollment after a loan has already been disbursed, the loan amount is generally not adjusted. However, withdrawing from all courses may require a recalculation of federal financial aid eligibility and could result in funds being returned to the U.S. Department of Education.
EFFECTIVE CHANGES FOR THE 2026-2027 ACADEMIC YEAR Beginning July 1, 2026
Starting with the 2026-2027 academic year, federal law requires schools to adjust annual Federal Direct Loan eligibility for students who are not enrolled full-time for the full academic year.
Full-Time Academic Year Definition
For purposes of calculating annual loan eligibility, full-time enrollment is defined as:
- Undergraduate students: 24 credit hours during the academic year
- Graduate students: 18 credit hours during the academic year
- Doctoral students: 18 credit hours during the academic year
Half-Time Enrollment Requirement
Students must still be enrolled at least half-time in aid-eligible coursework to receive a Federal Direct Loan.
Minimum Half-Time Enrollment Per Semester
- Undergraduate students: 6 credit hours
- Graduate and doctoral students: 5 credit hours
How Loan Eligibility Will Be Calculated
Beginning in 2026-2027, students who are not enrolled full-time for the entire academic year may have their annual Federal Direct Loan eligibility reduced proportionally.
The percentage of annual loan eligibility will be determined using the following calculation:
Total Academic Year Credits Enrolled ÷ Credits Required for Full-Time Annual Enrollment × 100 = Adjusted Loan Eligibility Percentage
Percentages will be rounded to the nearest whole number.
When the Reduction Occurs
Federal Direct Loans may be adjusted before disbursement based on a student’s actual or anticipated enrollment level for the academic year, even if the student was initially awarded aid as a full-time student.
Loans Affected by the New Requirement
The enrollment-based reduction applies to:
- Direct Subsidized Loans
- Direct Unsubsidized Loans
- Direct Graduate PLUS Loans
These provisions apply to all borrowers, including students who previously received Direct Loans before July 1, 2026.
Parent PLUS Loans
This change does not apply to Federal Direct Parent PLUS Loans. Parent PLUS borrowing eligibility is not subject to the annual enrollment-based reduction formula described above.
Example of a Loan Adjustment
A dependent first-year undergraduate student is eligible to borrow up to $5,500 in Federal Direct Loans for the academic year.
The student originally plans to enroll:
- Fall Semester: 12 credit hours
- Spring Semester: 12 credit hours
Total enrollment for the academic year = 24 credit hours (full-time)
The loan is split equally between semesters:
- Fall Loan Disbursement: $2,750
- Spring Loan Disbursement: $2,750
- Total Annual Loan Eligibility: $5,500
Enrollment Change
The student later reduces enrollment during the fall semester from 12 credit hours to 6 credit hours.
Updated annual enrollment:
- Fall: 6 credit hours
- Spring: 12 credit hours
- Total Academic Year Enrollment: 18 credit hours
Loan Eligibility Calculation
18 credits ÷ 24 credits = 75%
75% × $5,500 = $4,125
Under the new federal requirement, the student’s maximum annual Federal Direct Loan eligibility would be reduced from $5,500 to $4,125.
