WV State Code related to Higher Education
- The West Virginia Code consists of laws passed by the West Virginia Legislature, which consists of the House of Delegates and the Senate, and signed by the Governor. While many chapters of the Code contain laws that impact the University in one way or another, Chapter 18B of the Code is the most relevant, as it is the Chapter of the Code that deals with Higher Education.

Rules & Policies
The West Virginia Code of Regulations is the Administrative Law of the State. When the Legislature authorizes an administrative agency of the State Government to pass regulations that govern that agency and its field, the regulations that are passed are compiled in the West Virginia Code of Regulations. For purposes of Higher Education, the WV Higher Education Policy Commission is the most relevant administrative agency, whose regulations impact the University.
All of the HEPC’s regulations are contained within Title 133 of the WV Code of Regulations. Individual topics are then broken down into different Series. For that reason, when University employees refer to a particular set of regulations that govern some aspect of the University, they may refer to it by saying “Series” and a number, referring to that numbered section of Title 133 of the West Virginia Code of Regulations. For example, Series 55 (of Title 133) governs human resources administration, and thus, governs many aspects of employment at the University. The HEPC passes new regulations after a notice to the state universities and a comment period.
Board of Governors Rules
- The Board of Governors of West Liberty University passes various Rules that govern the administration of the University. Those Rules are generally high-level Rules that are University-wide and affect the rights, privileges, and interests of all members of the University community. Rules are approved by the Board of Governors after a notice and comment period, allowing the University community to comment on them.
