Stephen “Steve” Haines, graduate of West Liberty State College has been named WV Division of Natural Resources Officer of the Year for 2013. Steve graduated from WLSC in 1998 with a B.S. in Criminal Justice. Steve has been with the WV Division of Natural Resources for four years.
