Clifton Spinner – 1987

West Liberty University alumnus Clifton L. Spinner ’87 has been named director of Safety and Security Services at Franklin and Urbana University.

Prior to this, he spent 28 years with the Ohio State Highway Patrol and retired as a commander in June of 2015. A Steubenville, Ohio native, Clifton earned a Bachelor of Science in Criminal Justice degree at West Liberty in 1987 and is a 1983 graduate of Steubenville High School. In 1993, he received a Master’s of Science Degree in Criminal Justice degree from the University of Cincinnati. He is also a graduate of Northwestern University’s School of Police Staff and Command.1fbb433

As director of Safety & Security Services, Clifton is responsible for the leadership and management of all safety and physical security initiatives impacting the University. He directs day-to-day operations, emergency and crisis response, compliance with the federally mandated laws such as HEOA and CLERY. He directs investigations and physical security risk mitigation efforts at all Franklin University locations within the United States and internationally. Clifton manages campus security managers at Franklin University and the safety coordinator at Urbana University. He directs the activities of special duty police officers and safety officers at all Franklin locations.

Clifton also will oversee all domestic safety operations, as well as international travel safety and security management and maintain the professional relationships with all local, county, state and federal government partners for on campus safety and security and matters.

Clifton has received numerous awards and serves on several boards and committees. Clifton is an adjunct professor at Ohio University, teaching in the criminal justice/law enforcement program.

He volunteers much of his time with area youth. He is the chairman of the board for the Brightway Center in Smithfield, Ohio, and has served as a Big Brother with the Big Brothers Big Sisters of America. In addition, he has served as an assistant scoutmaster with the Boy Scouts of America. He and his family currently reside in Pickerington, Ohio just outside of Columbus.
