She was born September 14, 1942 in Wheeling, WV., the daughter of the late Elmer and Genevieve House Tuttle.
Miss Tuttle retired after 20 years as school teacher for the Ohio County Schools and a member of Thompson United Methodist Church.
She graduated from the former Wheeling High School in 1960, earned her undergraduate degree from West Liberty State College and earned her masters from West Virginia University.
